On December 20, 1993, the Council of Labor Affairs, Executive Yuan, in accordance with Article 4, Paragraph 1, Subparagraph 15 and Paragraph 2 of the Labor Safety and Health Act, designated "laboratories, testing laboratories, training factories, or experimental workshops of colleges and universities" as applicable to the Labor Safety and Health Act.

In the early years, the University assigned this safety and health-related work to the Internship Section of the Office of Technical Cooperation (the predecessor of the Planning and International Cooperation Division under the Office of Research and Development) for planning and implementation. However, in order to align with national policies, environmental protection, and labor safety regulations, as well as the development needs after being upgraded to a university of science and technology, and to effectively improve campus environmental quality, prevent occupational accidents, and safeguard the life safety and health of all faculty and staff, the University, upon the President’s directive, approval by the University Affairs Meeting, and ratification by the Ministry, established the "Environmental Protection and Occupational Safety and Health Section" under the Office of General Affairs on September 16, 2002. One supervisor and one occupational safety and health officer were assigned to plan and oversee environmental protection and safety and health affairs for laboratories and training facilities.

 
Job Responsibilities

Approved by the Ministry of Education Letter No. 0960114578, dated July 25, 2007, regarding the "Organizational Regulations of National Formosa University," the "Environmental Protection and Occupational Safety and Health Center" was established as a first-level administrative unit within the University (effective March 1, 2007) to handle occupational safety and health and environmental protection-related affairs.

  1. Assist in planning and supervising campus air pollution control, water pollution prevention, and noise control.
  2. Assist in planning and supervising the management of toxic and hazardous chemicals and industrial hazardous waste on campus.
  3. Assist in planning and supervising risk assessments and work environment monitoring in factories and workplaces.
  4. Formulate occupational hazard prevention plans and emergency response plans, and guide relevant departments in implementation.
  5. Assist in planning and supervising occupational safety and health audits, inspections, and management across departments.
  6. Plan and implement occupational safety and health education and training.
  7. Plan worker health examinations and implement health management.
  8. Supervise the investigation, handling, and statistical analysis of occupational diseases, injuries, disabilities, and fatalities.
  9. Provide consultation services related to occupational safety and health and environmental protection.
  10. Provide information and recommendations related to occupational safety and health and environmental protection.
  11. Other management matters related to occupational safety and health and environmental protection.
