1. In accordance with the amendments to the Occupational Safety and Health Act, all units shall implement contractor safety management. Relevant forms are provided in Downloads – Construction Operation Management Section.

2. Strengthening hazard prevention at the source of construction projects: To reduce occupational accidents in construction projects, it is additionally required that when an enterprise (project owner) commissions construction projects above a certain scale for planning, design, and execution, it shall analyze potential hazards based on project characteristics, prepare safety and health drawings, specifications, and budgets, and ensure that contractors adopt preventive measures.

3. All units shall strengthen contractor safety management: When commissioning contractors, enterprises shall conduct risk assessments and provide hazard notifications accordingly. They shall also ensure that hazard notifications are completed in advance when leasing or lending workplaces or equipment. In addition, disaster prevention management for joint operations is expanded to include access control for machinery, equipment, tools, and personnel at construction sites. Contractors at all levels shall follow the same disaster prevention measures and contractor management obligations as the original enterprise. When a project owner assigns work to two or more contractors, one contractor shall be designated to assume overall responsibility for integrated occupational safety and health management of the project.

4. All units are requested to strictly implement safety management in accordance with the law when carrying out contracting operations, ensure hazard notification, and properly apply for work safety permits to maintain safety.
